The county of Contra Costa and several cities in Contra Costa County have ordinances regarding the removal of certain trees. Highlights of tree removal permit information for Contra Costa County is followed by tree removal permit information for some of the cities in Contra Costa County.

CONTRA COSTA COUNTY TREE REMOVAL PERMIT INFORMATION

Protected trees:

Includes trees on any property in the unincorporated area of Contra Costa County that meets the following description:

  • A tree that was required to be planted as a replacement for an unlawfully removed tree.
  • A tree that was shown to be preserved on an approved tentative map, development plan, or site plan.
  • Any tree designated as a Heritage Tree.
  • A tree that was required to be retained as a condition of any approval.
  • A tree that is part of a riparian, foothill woodland, or oak savanna.
  • A tree that is part of a stand of four or more trees and is 6.5 inches in diameter at 4.5 feet above ground level and is one of the following species of trees:
  • Arroyo Willow
  • Bigleaf Maple
  • Black Cottonwood
  • Blue Oak
  • Boxelder
  • California Bay
  • California Black Oak
  • California Black Walnut
  • California Buckeye
  • California Juniper
  • California Laurel
  • California Sycamore
  • Canyon Live Oak
  • Coast Red Elderberry
  • Coast Redwood
  • Digger Pine
  • Fremont Cottonwood
  • Interior Live Oak
  • Knobcone Pine
  • Madrone
  • Tanbark Oak
  • Tanoak
  • Tonyon

Protected trees also include any tree that measures 6.5 inches in diameter at 4.5 feet above ground level, or any multi-stemmed tree with the sum of the circumferences measuring 40 inches or larger at 4.5 feet above ground level, or any significant grouping of trees (groves of four or more trees) that is located on:

  1. Any developed property within any commercial, office, or industrial district.
  2. Any undeveloped property in any district, or private property, that can be subdivided.
  3. Any area designated as recreational or open space on the county general plan.
  4. Any area designated in the county general plan open space element as visually significant riparian or ridge line vegetation and where the tree is adjacent to or part of a riparian foothill woodland or oak savanna area.

How to obtain a tree removal permit in Contra Costa County:

Every tree removal permit is considered on a case by case basis. Preference is given to registered heritage trees, protected tree species, trees that provide land stability, and trees that offer visual screening and privacy. Factors favoring tree removal approval include trees posing hazardous conditions, the number of trees on a property, trees that are causing damage to existing structures, and reasonable development. ALAMO, CA TREE REMOVAL PERMIT

Permits for tree removal in Alamo are handled through the Contra Costa County Planning Division. See the Contra Costa County tree removal information listed above for more details.

ANTIOCH, CA TREE REMOVAL PERMIT

To get a Tree Removal Permit for a residential property homeowners in Antioch will need to contact the City of Antioch's Public Works Department at 925-779-6950 and they will mail you an application.

Protected trees in Antioch include:

All established indigenous trees 10” or more in diameter, measured at 4 feet above ground level, such as: Blue Oak, California Bay, California Buckeye, Canyon Live Oak, Coast Live Oak, Interior Live Oak, and Valley Oak. (Consult with a local arborist for positive tree ID if necessary).
All trees larger than 26” in diameter, measured at 4 feet above ground level.
Any street tree or any tree required to be preserved as a condition of an approval from a “regular development application” , and/or any tree that is shown to be preserved on an approved development plan as submitted by the applicant and subsequently approved by the city.

CLAYTON, CA TREE REMOVAL PERMIT

A Tree Removal Permit is required to be approved before any protected trees are removed. Tree Removal Permit forms for the City of Clayton can be found at:

CONCORD, CA TREE REMOVAL PERMIT

An approved Tree Removal Permit is required before removing a protected tree in the City of Concord. Contact the City of Concord Public Works - Maintenance Services Parks Division at 925-671-3444 to obtain a residential Tree Removal Permit. Protected trees in Concord:

Any tree which is at least 72 inches in circumference (approximately 24 inches in diameter), measured at 4 feet above the natural or established grade, that are on private or public property.
A multi-stemmed tree which has one stem of at least 24 inches or more in circumference.
Any tree or group of trees which has a relatinship to an event of historical significance or is of public interest and which has been designated by action of the Planning Commission as a heritage tree.

 

DANVILLE, CA TREE REMOVAL PERMIT

City of Danville protected trees include any tree measuring over 36” in diameter at 4   feet above grade. Also, any of the following native trees having a trunk or main stem which measures 10” or more in diameter, measured at 4 feet above natural grade, or any multi-stemmed tree with a combination of trunks totaling 20” or more in diameter, measured at 4 feet above natural grade, on any type of lot or property:Blue Oak (Quercus doulgassi)

LAFAYETTE, CA TREE REMOVAL PERMIT INFORMATION

Protected trees in Lafayette includes any tree on public or private property that meets one of more of the following criteria:
1) If the tree is located on developed property and has a trunk diameter of 12 inches or more and is one of the following species:

Black Oak (Quercus kelloggii)
Blue Oak (Quercus douglasii)
California Bay (Umbellularia californica)
California Buckeye (Aesculus californica)
Canyon Oak (Quercus chrysolepis)

MORAGA, CA TREE REMOVAL PERMIT INFORMATION

Protected trees in Moraga include any tree with a trunk diameter of 5 inches or more, measured at 3 feet above the natural grade, or any multi-stemmed tree with a total perimeter of 40 inches or more and is a:

Native tree (Bay, Oak, Redwood, Toyon, or Knobcone Pine Tree)
Orchard tree (a fruit or nut tree planted for commercial agricultural purposes)
A tree of historic significance (trees that have historic value related to the heritage of the town of Moraga and designated by action of the Town Council)

Exemptions to the Moraga tree removal permit requirements include:

The removal of a general tree located on a residentally zoned property.
The removal of a tree located on a residentally zoned property that is located 5 feet or closer to a structure.
The removal of a tree located within the public right-of-way and deemed to be hazardous by the Public Works Superintendent.

CITY OF ORINDA, CA TREE REMOVAL PERMIT INFORMATION

Protected trees in the City of Orinda, CA include:

1. A tree located on an assessor's parcel upon which there is an existing structure, which is one of the following species and which has a trunk diameter equal to or greater than 12 inches at 4.5 feet above its existing grade:

Black Oak (Quercus kelloggii)
Blue Oak (Quercus douglasii)
Canyon Oak (Quercus chrysolepis)
Coast Live Oak (Quercus agrifolia)
Interior Live Oak (Quercus wislizenii)
Valley Oak (Quercus lobata)
White Oak (Quercus garryana)

2. A tree of any size designated to be protected and preserved on an approved development plan or as a condition of approval of a tentative map, a tentative parcel map, or other development approval or land use entitlement or permit issued by the City of Orinda.

3. A native riparian tree with a trunk diameter of four inches at 4.5 feet above its existing grade or a multi-trunk native riparian tree with a cross-sectional area of all trunks equal to a cross-section area of a single stem of four inches at 4.5 feet above its existing grade. A “riparian tree” is a tree within thirty feet of the edge of a creek bank or a tree beyond thirty feet but in such proximity to a creek bank that it requires or tolerates soil moisture levels in excess of that available in adjacent uplands.

4. A tree with a trunk diameter equal to or greater than six inches in diameter at 4.5 feet above its existing grade on a vacant or undeveloped assessor's parcel.

Protected trees in the City of Pleasant Hill include:

1. A non-native tree measuring 24 inches or larger in diameter measured at 24 inches above ground level.
2. Any native oak tree measuring 12 inches or larger in diameter measured at 24 inches above ground level.
3. Any native tree measuring 12 inches or larger in diameter measured at 24 inches above ground level. Native tree include, but are not limited to:

CITY OF SAN RAMON, CA TREE REMOVAL PERMIT INFORMATION

Trees are considered protected if:

Your property is a single family residence that cannot be further subdivided then you do not need a tree removal permit unless you wish to remove a native oak tree six inches in diameter or larger measured at 54 inches above ground level.

A non-oak tree is greater than eight inches in diameter measured at 54 inches above ground level and is on a commercial property or on a property owned by a Home Owner's Association then a tree removal permit is needed. This does not apply to alder, cottonwood, eucalyptus, pine, willow, or fruit trees.

CITY OF WALNUT CREEK, CA TREE REMOVAL PERMIT INFORMATION

Protected trees in the City of Walnut Creek, CA include all trees, dead or alive, with a trunk circumference of 28 inches or more (9” DBH) measured at 54 inches above ground level, or multi-stemmed stemmed trees with an aggregate circumference over 40 inches measured at 54 inches above ground level.

A permit fee of $50.00 covers the removal of up to four trees.
